Supporting U.S. School Districts Facing Persistent Teacher Shortages

Overview

U.S. school districts across the country continue to experience persistent teacher shortages,
particularly in rural and hard-to-staff communities. This International Teacher Job Fair and
Cultural Immersion Program in the Philippines is designed to help districts explore ethical,
compliant, and sustainable international hiring as part of a long-term workforce strategy.

Hosted by HireFox LLC, a U.S.-based international teacher recruitment firm, the program
provides school district leaders with the opportunity to engage directly with qualified Filipino
educators while gaining a clear understanding of the regulatory, ethical, and support frameworks
required for responsible international hiring.

This is not a high-volume hiring event. It is an educational, exploratory, and
due-diligence–focused program created to help districts make informed staffing decisions.

Who This Program Is For

This program is intended for U.S. public school districts, including:

● Superintendents
● Assistant Superintendents
● District HR Directors and Managers
● Directors of Operations
● District leadership teams involved in staffing decisions

What Districts Will Experience

Direct Engagement With Pre-Screened Educators

District representatives will meet and interview 120+ pre-selected Filipino educator
candidates
across multiple hard-to-fill subject areas. All candidates have undergone initial
screening and qualification prior to the event to ensure districts are engaging with educators
prepared for U.S. classroom environments.

Understanding Ethical and Compliant International Hiring

The program provides districts with a clear overview of:

● Why U.S. schools are increasingly turning to international hiring
● The legal and regulatory requirements involved in hiring from the Philippines
● Why working with properly licensed and accredited Filipino Recruitment Agencies
(FRA)
is essential
● How ethical recruitment practices protect both educators and school districts

hiring, educator preparation, and long-term support considerations.

Cultural Immersion and Due Diligence

Beyond interviews, district leaders will gain firsthand insight into:

● Teacher preparation and professional training environments
● Cultural context and expectations of Filipino educators
● The support systems required for successful post-arrival integration
This immersive approach helps districts build realistic expectations and stronger retention
outcomes.

Why the Philippines

The Philippines has long been recognized for producing highly qualified educators with strong
English proficiency, professional preparation, and adaptability. Many Filipino teachers are
experienced in working in resource-limited or rural settings and bring a strong sense of
community engagement to the schools they serve.

When recruited ethically and supported properly, Filipino educators can play a stabilizing role in
districts facing chronic staffing challenges.

Focus on Long-Term Retention and Community Stability

This program emphasizes that successful hiring does not end at placement. Districts will learn
best practices related to:

● Post-arrival support
● Cultural integration
● Retention and teacher well-being
● Community impact and stability

The goal is to help districts build sustainable staffing solutions that benefit students, educators,
and communities over time.

Cost and Logistics

To reduce financial barriers for school districts:

● There is no cost to participate
● HireFox covers in-country program participation, accommodations, and
international / local transportation for approved district representatives

This ensures districts can explore international hiring options without added financial strain.
